Contents

The course gives an introduction to foundations of international law as well as to multi-level governance in the European Union.
It will address actors, institutions and modes of decision-making and will – inter alia – deal with international agreements, human rights, WTO, the EU internal market and processes of integration and disintegration in the EU. The role of courts and issues of democratic legitimacy in multi-level politics will be addressed.
Learning outcomes

Students shall obtain higher level understanding about the workings of different governance structures and public policy instruments. Students shall attain knowledge of core international agreements and how these function and interact. They will obtain basic understanding of the function and constraints of law as a regulatory tool. They will gain insights on international institutions and more specifically of EU institutions.Students shall, finally, be able to analyze strengths and weaknesses of existing governance structures, and develop ideas for alternative approaches.

Attendance requirements

Attendance is required for the lecture part of this course. The rules for attendance in the reading/exercise sessions of this course will be detailed in the first session of the course.

Assessment

• Evaluation criteria: written exams, essay, active participation, student led debate.

Detailed Information on grading:

•  Active particpation and prepartory work for the lecture accounts for 10% of the final grade.

• Students will have to hand-in one short essay that will account for 20% of the final grade.

• Students will also be assessed during a student led debate which will account for 10% of the grade.

There will be one take-home exam at the end of the term. The exam will account for 60% of the total grade. Students who fail the exam are allowed one re-sit. The score of students who pass the re-sit is 51% (lowest possible pass-score)


• If all the minimum criteria (mentioned above) are met, the final grade is calculated the following way: 0-50% = 5 (fail), 51-63%=4, 64-76%=3, 77-89%=2, 90-100%=1 (excellent)

In addition, there is a basic pass/fail course attendance requirement. That is, you cannot miss more than 6 hours of class (equivalent of two class sessions) over the entire semester. This allowance is for serious unforeseen circumstances.
