The course deals with issues of public law relevant for ICT. The focus will be on legal relations between individuals and the state authorities. ICT-relevant fundamental rights, the scope of their guarantees and the impact on users and providers of ICT; the functioning of effective remedies when these rights are infringed. Students will acquire knowledge on instruments of the European framework for the regulation of ICT-markets and their national implementation (mainly Telecommunication and Media Law, internal market harmonization and competition law). Relevant case law of European and occasionally national courts will be examined. Moreover legal and political questions of internet governance at the international level will be included.
According to the examination regulation full attendance is intended for a PI. If you exceptionally can´t attend a specific unit please inform via email matthias.traimer@bka.gv.at
The course combines elements of a lecture with active participation from the students. The relevant literature will be provided in class and on the E-Learning Platform (Learn@WU) - beforehand so that you can prepare for the upcoming unit.
Attendance is compulsory.
- Active participation in the lecture: 20%
- Short oral/written presentations of a topic: 30%
- Written exam: 50%
